ayukuro1019: For me the quest actually started in Elnead, South Kurzan. A purple quest called "A Rumor from the Sea", it then sends you to Atlas.

flamestryker666: The pity counter on the World boss is 18. So, 6 weeks max, if you are unlucky. And with the 2nd merchant ship, the map is a guaranteed drop, BUT, is quite expensive as you need 100k coins to buy. (Don't remember if it is high sea or pirate coins though.)
