the most basic gear used by even the lowest ranking soldiers of the tor era was in equal or better to that used by some the most elite clones most clones were using the star wars equivalent of cheap semi hard plastic not a actual military grade material (plastoid) for example. Where tor troopers used the actual military grade equivalent cause both the SE and republic didn't cheap out with their military (duraplast).

Plus also most of their training was only good vs cis droids which isn't saying much. Where tor era troopers haf yo deal with force users at every battle pretty much and similar tough opponents including the other sides troopers who were also comparably skilled and geared. And the main reason for clone hype is they were one of the only military style organizations in a a almost completely demilitarized galaxy not that they were actually exceptional in anyway
