you can run any logbook and still get runic splinters, but the higher the area level the larger the runic splinter stacks will be

As a side note, I got an insane Breach Ring today... triple add damage to attacks (T3 Fire, T2 Lightning, T1 Phys), with triple res (T1 Cold, T1 AllRes, T5 Lightning). As far as I can tell, the closest one on the market is like 95D, but I just ended up using it myself.
