HansWurst-gm2rx: Wintertide Brand really fell into the abyss when they changed Hatred aura to not generically increase cold damage. It was a mediocore brand skill back then and due to Hatred/Divine Blessing changes it got even worse.

To truly get a grasp on the brand playstyle, i'd recommend leveling Armageddon Brand and transitioning into Penance Brand of Dissipation later in Maps.

PB does require some investment though to feel ok, mainly explosions ... so dual Obliteration Wands and Herald of Ash to get it started.

Once it is up and running properly PB plays like a DoT skill (arguably even better due to attaching to enemies), apply it like every 5s and watch e.g. a boss melt,. while you can scale it like a crit spell for giga dps.

j.d.6915: This is after brands were nerfed heavily. They used to be even more awesome. And its a shame because brands are a very unique spell type that's never been done in other games.
