So if you have x pets on the account, getting a back to back pet at some point is the same as getting the pet in x kc. So when you consider that most pets have a 1/4000 drop rate, you'd need to have gotten 4000 pets in order to expect to have it having happened once. I'd say probably 1 in 400 later game accounts could reasonably be expected to have had a back to back pet at some point.
