FALLOUT 76 New Bullet Storm Perk Is A Disaster?

TheIdiotfilter: Why are they trying to fix things that aren't broken?

elvatodelosbichos: quad to every heavy u have in order to more or less do the thing the weapon already does, so we have to remade our builds just to play the same game cool cool

matronmalice9867: Yeah I'm sick of their constant tinkering. It's not Borderlands. These perks feel like Borderlands. This also reeks of them adding some sort of paid ammo production generator. Especially, since they're getting rid of ultracite drops. It's cynical monetization and it's getting old and tired. They don't have to change perks every season like Diablo. FFS they don't know what they want to be and they have ADHD because all their ideas seem half baked.

snowmcsnow4732: I only see high ammo capacity weapons like Gatling Plasma and Flamer getting any benefit. Weapons like Plasma caster are dirt tier now.

RandallAllen-bk7qb: I haven't bothered logging since the fishing update. They have issues that have been outstanding for years. Instead of addressing the state of the game they just cram in more buggy content. Every time I catch one of your videos I get nostalgic and almost play it.

TehHobbitses: Shouldn't it be 90% damage increase at 10 stacks and 180% damage increase at 20 stacks if you have 3 points into it and the perk to double the stacks? The 60% damage increase would be using it at perk level 1 with the stack doubling perk.

damnsurfer522: I 100% agree and it benefits cheaters that adjust INI files.

wizology_: They need to leave bloody mess alone , seriously it’s been the same perk since fallout 1 , oh and they need to add a fov and crossplay update to consoles!

WarheadWarden: So have you just decided to ignore that prime recievers will go from 25% damage to 100% damage (granted with 10% fire rate nerf)? Have you also decided to ignore the fact that one of the perks will preserve half of the stacks on reload or weapon swap? Or perhaps the fact that that stacks don't disappear over time like Furious but remain as permanent buff until weapon swap or reload?

OR maybe your point is that single shot heavy guns don't have enough ammo, on that note, have you noticed that single shot heavy guns got massive damage increase?

Plasma Caster: 76 Physical, 76 Energy -> 87 Physical, 87 Energy

Tesla Cannon: 175 -> 285

Gatling Gun: 86 -> 103

Harpoon Gun: 245 -> 330

Cremator: 100 Fire Impact, 20 Fire Explosion, 29 Fire per second for 6 seconds -> 140 Fire Impact, 32 Fire Explosion, 32 Fire per second for 6 seconds

Gauss Minigun: 50 -> 53 (also getting separate effect that longer you fire more damage it does up to 60%)

The intent is clearly to push players to Quad heavy guns with FFR and prime reciever. All heavy guns will wastly outperform current DPS.

But yeah I somewhat agree. It should be lowered to 35 then it would most likely be absolute gold.

I will not push the point that you corrected yourself in comments that damages scales way higher than stated.

NittanyNeo: Agree. Have you seen the luck needed to crit every other shot?

Fur_Loki: With heavy gunner rank 3 is 9%per stack. And I agree maybe 25ammo

xHONKLERx: They could easily make one of the perks like number cruncher but the damage boost could be from each lb the weapon weighs

raynehatred2853: Besides all of what you just mentioned, how many enemies are still going to even be alive once you actually have 20 stacks of bullet storm? Maybe bosses? Main bosses I mean, the queen, Earle, robots, etc. Sounds like a waste of time to even spec into them if you're going to be killing everything way before you can even take advantage of it's potential.

thehubbleton: Does weapon swapping remove your stacks?

stanisawpiotr4798: Its 9%, not 3%. And heavy gunner master makes you keep half of your stacks.

EleshNorn-ui1eg: I feel like its a good idea but they just need to tweak it a bit. I don't think stacks should ever dissapear normally. The other perk cards should also give more total stacks but also maybe lower the amount of shots needed per stack, for example 1 card is 50, 2 is 40, 3 is 25. We haven't actually tested it yet but I've seen people crunch the numbers and its something like you need to fire 2 whole gat plas cores to get to what we are now. That just seems like a waste for 6 perk points. The big question for me is do we keep stacks if we leave the raid or if we disconnect. I assume maybe and most definitely. If you could keep stacks through multiple raids it might be cool, but if you lose them when blue screening then jeez, you might never reach those full 18 stacks...I do have full confidence they will adjust them appropriately somehow.

xHONKLERx: Going to be a huge nerf for holy fire as well since there isnt a prime receiverbto compensate for the % loss from the perk changes

51SC4N: Replacing current heavy gunner perks with what's proposed is a big nerf, together with turning bloody mess perk into a version of fracturers mod. You'll lose 70% damage from the first shot. Even increasing ultracite ammo power wont make up for the loss. Replacing flat out damage with highly conditional perks as proposed is just a nerf. Dont forget enemies are getting buffed and a board will do more damage than a .50 cal and arrows will bounce to another target. What a mess...good news the Dross Toss rock got a lot lighter but canned stuff made with the cannery weighs a ridiculous 5 pounds....

sunshinevalley3369: Many heavy guns don't have that ammo size in 1 clip even with Quad

electrobob992: Does annoy me that it ruins any heavy weapon that isn't a continuous fire one. Like the Gatling Gun.

googoobarman: Ya i saw the bullet storm and immediately hated the idea.

Borescoped: Almost seems like they forgot to add a % symbol after the 50

TheeMasterSword: 6 points 1000 ammo for 60% damage or 9 points on live for 60% damage. Both are mid, but i agree having to work for a paltry 60% additive damage is an L. I like that they're trying to make the cards heavy gun unique because it's impossible to get the stack train rolling if your gun can't fire 50 or more rounds a clip, but the payoff is just what we already have on live. Maybe if there were more bullet storm perks that justified 50 I'd be in, but as it is, we're effectively trading 3 perk points for 1000 ammo to get the benefit we got before. No one uses 9 points of heavy gunner perks. Or even 6 tbh, so no one is gonna use this shit as is. Not to mention it's resource intensive and actually pretty unengaging. It's the worst design dilemma you can have. Boring and bad.

Arkham8076: Agree, they need to rethink that stackable buff.

kilowhisperer5057: I've said since broken steel or whatever that update was called they keep releasing these needless "Balance Changes" (Only Nerfs) in a effort to find a reasonable reason to end the servers on this game (low player count) as clearly it gets very little new players so no money income.
