You can can find Improved and Common Bait in Lunch-Pails, the small light blue Lunch coolers, and refrigerators, (not the kind that have doors that can fully open, its the kind that act like other containers you can find). The perk Card "Can Do" also includes Bait, so equip that card for better chances to find some
