That achievement is made up of 4 of the other Witch's Festival achievements. The most time consuming probably being to collect 100 plunder skulls.

marklongdon2435: You can get quite a few plunder skulls in IA. You get a purple one in each chest after each stage boss. A gold one for the first th'oat. But what hasn't been advertised anywhere afaik is that you can get then from the scamps that sometimes appear during bass fights and you get one for each of the side quests you complete
