He is the first boss of the DLC and a mirror of the final boss being a combination of Radahn the Lion plus Miquela a true God. Essentially prophesying consort Radahn. This explains the reason Mohgs body was needed because he is an Omen and has the horned aspect of the crucible also seen on the lion.

This Lions wind is tainted with death blight and giarded by Basilisks though there is in fact a Site of Grace and Marika Statuette right outside the arena though you run the risk of aggroing the Basilisks just trying to activate the two.
