Will our stats be reset and locked if we use these?

If I have Black Adam and scrap for support art they meaningless because their super charge regen is automatically above the 15% stat lock?

If I maxed out the newest Wonder Woman as a might dps do I no longer try to max out arts as she auto gives 20% which will be reset to 15%

If this is indeed how it will function many ppl who asked for this don’t understand how interconnected this game really is & didn’t need to open their mouths
